Drug testing for schools and alternatives for drug-related crimes

    We plan to start testing schools and colleges for drugs and also present an alternative for addicts, who committed minor crimes. - Says Viktor Ivanov, head of Russia's DEA.

    We must, at last, create the system of control that will help addicts return to normal life. says Ivanov in an interview afer Russia Security Comitee meeting in Kremilin today, held by President Medvedev. In theory we plan to present a choice for minor drug-reated violations: treatment or jail.

    We must carefully work on all related laws - pointed Ivanov, about perspectives of creating such alternatives.

    Speaking of mandatory tests for schools, Ivanov said: There was a seriouse discussion about necessity of juvenile drug screening. If a minor starts taking drugs and continues to do it for a few years, his chances of curing are very low. It will be very hard to help. - pointed Ivanov in support of early drug diagnostic.

    In terms of civil rights in Russia, parents represent their children before they reach 18. We currentl have all necessary facilities in to handle the program. If some parents refuse the test, they will have to present a written statement. We must not forget that results of such tests will not be a subject to speculation or made public knowelege. There is a Hipocratic oath after all. Parents must be oriented to decide what their kids do.- said Ivanov in Interfax interview.

    В России планируется ввести тестирование школьников на наркотики, а также альтернативное наказание для наркоманов, совершивших незначительные правонарушения, сообщил директор ФСКН Виктор Иванов.

    Должна быть создана система контроля за тем, чтобы наркоман все-таки выздоровел и вернулся к нормальной жизн, - сказал Иванов журналистам по итогам заседания Совета безопасности РФ, которое провел сегодня в Кремле президент Дмитрий Медведев. Предполагается, что наркоманам, совершившим незначительные правонарушения, будет предоставлена возможность выбора - идти в тюрьму или лечиться.

    Мы должны отработать весь комплекс законодательного регулирования, - уточнил Иванов о перспективах введения в России альтернативного наказания для наркозависимых.

    Говоря о планах введения обязательного тестирования школьников на наркотики, директор ФСКН заявил: Была серьезная дискуссия, президент поддержал необходимость внедрения ранней школьной диагностики. Если подросток втянется в употребление наркотиков и будет употреблять их несколько лет, его излечить будет очень трудно, - пояснил Иванов, подчеркивая важность ранней диагностики наркомании.

    С точки зрения диспансеризации в рамках этих мер можно проводить тесты на употребление наркотиков. Исходя из наших норм гражданского права, представителями детей являются родители. Если кто-то не хочет проходить этот тест, родители могут письменно заявить и отказаться, - сказал глава Наркоконтроля. Кроме того, это не является предметом спекуляций, публичного обсуждения и так далее. В конце концов, есть клятва Гиппократа, есть врачебная тайна. Родители должны быть сориентированы на то, что детьми надо заниматься, - цитирует Иванова "Интерфакс.
