1. Dear Drugs-Forum readers: We are a small non-profit that runs one of the most read drug information & addiction help websites in the world. We serve over 4 million readers per month, and have costs like all popular websites: servers, hosting, licenses and software. To protect our independence we do not run ads. We take no government funds. We run on donations which average $25. If everyone reading this would donate $5 then this fund raiser would be done in an hour. If Drugs-Forum is useful to you, take one minute to keep it online another year by donating whatever you can today. Donations are currently not sufficient to pay our bills and keep the site up. Your help is most welcome. Thank you.

A question regarding the correct placement of News articles:

I am not sure, if this article is placed in the right spot. It is an informative and analytical article by the EMCDDA.
Therefore IMO it is Drug News > Politics (News).

But a previous post about the EMCDDA 2008 was placed elsewhere:
VARIOUS DRUG RELATED TOPICS > Drug Policy Reform & Narco Politics

So are both placed OK? I mean there are alot of articles that contain crossinformative topics...

The news category is for news articles from the media or written by members.
This thread only has the purpose to alert that a new document will become available. It does not describe the value or any interesting tidbits of the document and therefore it is not news.

The way to go about this is to wait until the document becomes available and to upload the document to the document archive.
Then see if there are news articles that discuss the content of the document. Such would be fit for the news forums. Better even, would be to read the document and to post your own article about the annual report.

Ok, understood. Thank you for the clarification!

Further, I researched the DF site and found in the German Forum:

National report 2010: Germany - in german language
    Original document title:

ecmdda Jahres Report zur lage der Drogenproblematik in Europa 2010
    Read more: http://www.drugs-forum.com/forum/local_links.php?action=ratelink&catid=247&linkid=9781#ixzz1cH9WJ2tH

Documents for all other countries (29x PDF`s total), as mentioned above, are already available online.
As suggested, I uploaded a selection of documents to the "Law Documents" section, hoping that they may be useful for future threads or discussions.
