SWIM has heard so much about mephedrone/methylone and even went so far as to try to order some from the UK with no luck. He is wondering if there are any RC's that compare to Mephedrone and ARE legal where SWIM lives in the USA.
In the USA we have something called the Federal Controlled Substance Analogue Act. Since most of these substance (mephedrone, methylone, 4-fmp, mdpv) are modeled after illegal substances (cathinone, amphetamine, mdma) then I would say the answer is no.
The clause in the FCSAA states that a "chemical substantially similiar" to an illegal substance is illegal.
That being said their are sites that ship mephedrone and methylone into the US but SWIM doesn't advocate anything illegal.
Watch out for importing these things, make sure you do A LOT of reading and fact-finding before you go breaking laws that are designed to make an example of you..

'Reckless' teen imported deadly drug

A TEENAGER charged with ordering a deadly new drug over the internet has sparked the first Australian case of its kind in a Darwin court.
The 16-year-old boy, who cannot be identified for legal reasons, is the first juvenile to be charged with importing 4-methylmethcathinone in powder form.
The boy's lawyer Peter Elliott told Darwin Youth Justice Court that his client was "reckless" as to whether the drug, commonly known as mephedrone, was legal in Australia.
Mr Elliott said that the drugs were ordered over the internet from a "legitimate" chemical company based in China.
He said his client would plead guilty to the charge.
Commonwealth Crown prosecutor Mark McCarthy told the court the boy had admitted importing 1kg of the powder to sell to his friends.
Mr McCarthy said it was common practice to cut the powder with caffeine. He said the powder could have made up to 5800 capsules and, if sold for $10 each as the boy said, he would have stood to make $58,000.
The court heard he had paid $8000 and was expected to pay $12,000 when the drug arrived. The drug is believed to have an effect similar to that of cocaine and ecstasy.
Mr McCarthy and Mr Elliott were yesterday arguing as to whether the matter should be heard in the Supreme Court or the Youth Justice Court, which can only impose a maximum custodial sentence of two years.
The maximum penalty for the charge is 10 years in prison.
Mephedrone is legal in tje states. Its just illegal to sell as a drug. Thats how the analouge act of the csa works. There isnt a wild market for it like in the uk so its harder to find but thats about it
For a little clarification on the Analogue Act and the legality of substances in the US- many of the RC's are not specifically scheduled/controlled. That does not really make them Legal, especially if one is not a legitimate lab/research company or other industry that has a legitimate use for the substance. Most could be charged/prosecuted under the analog act. This would require a police agency/prosecutor/DA to charge under the analog act, and a court to uphold their status under the analog act.
In general, these substances are neither Legal nor illegal in a clear sense. By and large they have been left alone. Customs tends to seize them on importation if found, and leave it up to the receiver to file for their release if they feel the seizure was unjustified. Some individual states have, or are moving to explicitly outlaw some substances. The feds it seems tend to wait until a substance causes enough problems for it to be worth their effort to move on them, either with a court case or a request through government channels for reclassification.
I would not go so far as to say that mephedrone, cannabinoids, etc are truly legal in the US. They may not be scheduled, places may sell them, openly or discreetly, but at any time one could be charged and become the test case...
