    Issued on 10 November, 2010 to the UK Home Secretary and Secretary of State for Health with regard to the recommended alteration of Section 9A of the Misuse of Drugs Acts exempting foil and thereby allowing needle exchanges, etc to distribute it as a method of encouraging route transition away from IV use.
